Dr. Frailey is a 1984 Graduate of the Philadelphia College of Osteopathic Medicine. He completed his internship and Emergency Medicine Residency at Memorial Hospital in York, Pennsylvania. Following completion of his residency, Dr. Frailey was a staff physician and assistant EMS Medical Director for Guthrie Clinic in Sayre, PA. Presently, Dr. Frailey is the Medical Director for Susquehanna Regional Emergency Medical Services, and emergency medicine staff physician at the Williamsport Regional Medical Center in Williamsport, PA. He also holds the medical directorship for the Paramedic and Physician Assistant Programs at the Pennsylvania College of Technology.
Dr. Frailey is presently the secretary of the Pennsylvania Emergency Health Services Council, where he also served 2 terms as President. As a member of the American College of Osteopathic Emergency Physicians (ACOEP), Dr. Frailey has served as EMS committee member and chair. He coordinated and presented at the original EMS review course as well as presenting during the fall conference. He is presently a representative of ACOEP to the Council on Accreditation for EMS Programs (CoAEMSP).
Dr. Frailey is retired from the United States Naval Reserve as a Captain. He served as flight surgeon for several Marine Corps and Naval Aviation Squadrons, and is a veteran of Operation Desert Shield/Storm. He was awarded Reserve Flight Surgeon of the Naval Reserve.
